District Employers' Organizations in Indonesia trained for more capacity
The Indonesia Employers' Organization APINDO is involved in an ambitious project to strengthen its district branches. These become very important players in the framework of the process of decentralisation, which is taking place in Indonesia >>>>>
The plan of APINDO's President Wandandi is to create or reinforce in total 480 local district Employers' Organizations, thereby ensuring the presence of APINDO in every business community of the country.
The first stage is to organize training programmes in order to create some exemplatory districts, which can inspire others as landmarks.
The Programme for Employers' Activities of the ITCILO is actively involved in this exercise, in partnership with the DECP (the Cooperation programme of the Dutch Employers organisations VNO), the ILO Employers Activities Bureau in Geneva and Manila, and the ILO Office in Jakarta.
In previous years, training activities were organized to the benefit of the provincial level, and for the districts of the Western provinces. From April 2009, this will be extended to the Eastern provinces of the country.
The training programme will concentrate on better governance, how to involve membership, increasing capacity for lobbying and advocacy (especially on minima wages, where the districts have a particular competence) and on delivering sustainable quality services. The objective is to end up with concrete action plans on some specific points, which will be achieved in a relatively short term, and to enhance a good cooperation between the different levels of the Employers' Organization (national, provinces and districts), so that each level truely reinforces the other.
