Do you fancy DWCP?

At first sight probably not ... yet it is nowadays the main vehicle for the delivery of technical cooperation in the ILO. Employers' involvement in shaping these tools is crucial for policy and financial reasons...

Decent Work Country Programmes (DWCP) were introduced in 2004 as the main vehicle for the delivery of technical cooperation in the ILO (International Labour Organisation).  All developing and transition countries have or will soon have their own country programme to better organize and channel ILO support.  

DWCPs are based on results-based management (RBM) which is a life-cycle approach to management that integrates strategy, people, resources, processes and measurements to improve decision-making, transparency, and accountability. Each DWCP is organized around a limited number of country programme priorities and outcomes.  These are further detailed in an implementation plan.  Monitoring and evaluation guidelines complement the approach. 

Full involvement of ILO constituents and partnerships with national and international actors and institutions is crucial to DWCPs' success. For this reason DWCPs draw on consultation with constituents to help establish country programme priorities, and to engage them in their implementation.  However, there is a need to strengthening the capacities of employers’ organizations (EOs) to contribute to the design of DWCPs  in order to  ensure that selected priorities reflect business needs. Lack of engagement by EOs means exclusion from those discussions and the opportunity to give the business community’s views on development priorities in the national context.

A workshop will be organised next week in Turin with 22 employers' representatives from all parts of the globe to discuss and boost employers participation to the ILO technical cooperation mechanisms (Workshop "Maximizing the opportunities for Employers’ Organizations in the framework of Decent Work Country Programme" 2 to 5 February 2009, Turin).
