Macroeconomics crucial to be fit for social dialogue
Employers’ and workers’ representatives need to master the most important economic concepts to improve the effectiveness of their participation in tripartite discussions and negotiations and to give meaningful contributions to shaping development policies.
The Programme for Employers’ Activities and the Programme for Workers’ Activities therefore organized a bipartite workshop on “Macroeconomic concepts essential for effective participation in tripartite negotiations”. The workshop took place in Douala in Cameroon from 8th to 12th December.
The course analyzed the essential elements for macroeconomic stability and short-term policies conducive to growth (national accounting and balance of payments, exchange rates, inflation and the role of the state in the economy) and structural growth factors (productivity, labour market characteristics, wages, human capital and international trade). Some sessions dealt with the most actual themes like the Economic Partnership Agreements (EPAs), effects of the financial crisis in Central Africa and good and bad examples of privatization in Francophone Africa.
17 social partner representtaives came from 5 Central African countries (Gabon, Cameroon, Congo, Democratic Republic of Congo and Burundi). During the implementation of the course it was registered a very good integration between workers’ and employers’ representatives. The group produced a joint final recommendation for follow-up asking for an in-depth training on the effects of the EPAs in Central Africa and on needed regulatory framework for successful privatization processes.
The faculty included Prof. Denayer, Secretary General of the “Central Economic Council” in Belgium, Prof. Niang, Economics Professor at Dakar University, Mr Beye, ACT/EMP field specialists in Yaoundé and the two activities managers from Turin Centre Mr Salvai (ACT/EMP Turin) and Mr Insa Dia (ACTRAV Turin). The great interest showed by the participants and the excellent faculty will be one more element to replicate this course and organize follow-up of the workshop in this area.
